In addition to Pillar 1 (Customs-to-Customs cooperation) and Pillar 2 (Customs-to-Business cooperation), there have been discussions to add a Pillar 3 to the SAFE Framework, which could cover Customs-to-other border agencies cooperation. Therefore, the WCO initiated the concept of CBM which stands for ___ Border Management.
